Sports betting is legal in the Dominican Republic under a newly established comprehensive regulatory framework. On March 26, 2024, the Dominican Republic issued Resolution 136-2024, creating a new regulatory regime for online casino and sports betting operations (1). The resolution was published by the Dominican Republic's Ministry of Finance and is supervised by the Dirección de Casinos y Juegos de Azar (Directorate of Casinos and Gaming), which falls under the Ministry of Finance and is responsible for issuing licenses to online casinos, lotteries, and sports betting operators.
The regulatory framework represents a significant evolution from the country's previous gambling laws, which were initially established in 2006 with the first online gambling license issued in 2011 to Amaya Gaming. Resolution 136-2024 contains 36 pages with seven chapters and 36 articles, and was signed by Minister José Manuel Vicente (2). Under the new legislation, sports betting licenses cost $260,000 and are valid for five years, with non-transferability restrictions for the first three years. The regulation aims to create a more comprehensive and competitive framework for the online gambling market while generating increased state revenue.

Licensed sports betting operators must comply with strict requirements including registering with the country's Commercial Register, obtaining certification from authorized audit firms, and implementing comprehensive responsible gambling programs with mandatory self-exclusion processes. Foreign operators are required to register companies in the Dominican Republic, obtain local banking relationships, and use websites with ".do" domain names (2). The new regulatory framework also includes robust consumer protection measures, requiring operators to display elapsed gaming time, provide betting and session duration limits, and maintain permanently visible responsible gaming notices on their platforms. All operators must submit detailed responsible gaming programs to prevent problematic gambling behaviors and protect vulnerable populations.
