Sports betting is fully legal in Mexico under a comprehensive regulatory framework overseen by the federal government. The country's sports betting industry operates under the Federal Gaming and Raffles Law and its corresponding regulations, which provide the legal foundation for both land-based and online betting activities (1). The Ministry of Interior (SEGOB) through its Gambling and Raffles Bureau serves as the primary regulatory authority responsible for licensing, oversight, and control of all betting games and drawings throughout Mexico.
The regulatory system requires all operators to obtain proper authorization from SEGOB before offering sports betting services to Mexican residents. Currently, the government has authorized approximately 380 legal land-based casinos nationwide where participants can legally engage in sports betting alongside traditional casino games (2). Online sports betting is also explicitly authorized and regulated under the same framework, allowing licensed operators to accept bets through internet, mobile, and electronic platforms with proper internal control systems in place.

Licensed sports betting operators in Mexico must comply with strict regulatory requirements including tax obligations, responsible gambling measures, and anti-money laundering protocols. The industry has experienced significant growth, with the online gambling market estimated to generate more than USD 3 billion annually and projected growth rates of 7.7% per year between 2024 and 2034 (2). However, operators must ensure they hold valid Mexican licenses, as the regulatory authority actively sanctions illegal gaming operations regardless of whether operators are licensed elsewhere.
